1st Workshop on Exploring the Intersection of Blockchain and Policy: Shaping the Future of Decentralization

The rapid expansion of decentralized technologies is redefining the landscape of legal and policy frameworks globally. As applications of DLT and blockchain gain momentum, they pave the way for more transparent, efficient, accountable and trustworthy governance systems, but also create challenges for their effective oversight. This symposium highlights the transformative impact of blockchain and other distributed ledger technologies on regulatory approaches within the crypto-economy, decentralized governance structures, systems interoperability, decentralized infrastructures and data governance policies. It will serve as an incubator for innovative ideas, where legal experts, policymakers, and DLT and blockchain pioneers converge to dissect and discuss the challenges and opportunities at this intersection. The focus will be on how blockchain technology can coexist with legal structures to foster a more equitable and decentralized future, emphasizing the synergy between technological advancements and policy adaptations.
The objective of this symposium will highlight the latest advances in DLT/blockchain law, regulation, and policy. We welcome submissions that offer novel contributions in law/policy with application to DLT/blockchain, or novel contributions in another discipline with application to law/policy. Contributions are invited on the following topics, including but not limited to:
- Blockchain policy-making and laws
- Legal applications of blockchain
- Regulation of the crypto-economy (financial, contracts etc)
- Antitrust issues in the decentralized economy
- Decentralized governance policies
- Lobbying in the crypto-economy
- Blockchain and interoperability policy
- Blockchain and data governance policy
- NFTs, creative industries, and policy

Paper Submission Guidelines:
Submission
Papers must be submitted via EDAS (https://edas.info) and follow the IEEE standard camera-ready format. Papers must be original and not under review elsewhere. Papers violating length limits or dual submission will not be reviewed.
Final Manuscript Preparation:
1) Use IEEE 2-column templates (A4 for Word users).
2) Templates: http://www.ieee.org/conferences_events/conferences/publishing/templates.html
3) Maximum 6 pages, or 7 pages with an over-length fee.
Final Manuscript Upload:
1) Submit via EDAS by July 25, 2025.
2) Registration is required before upload.
3) PDF must comply with IEEE Xplore specs.
Publication:
Accepted papers will be included in IEEE Xplore, subject to:
1) At least one author must register at FULL rate.
2) The paper must be presented onsite by an author. No substitutions without approval.
3) Registration fees are non-refundable.
Presentation Policy:
In-person oral presentations only. No virtual presentations allowed. No-shows will be excluded from the proceedings.
