Bilateral meeting of Sino-South Korea government further strengthens the international cooperation of the 4th generation mobile communication technolo
International | 2006/11/30On November 29, 2006, the 5th session of the Sino-South Korea working committee for the 4th generation mobile communication was held in Hainan province, China. Senior officials from the governments of both countries gathered in China again to prepare the important development strategy of the fourth generation mobile communication and further promote a new round of international cooperation.
After the governments of China and South Korea signed the first agreement on strengthening the cooperation in the information field as early as 2002, the Sino-South Korea working committee for the 4th generation mobile communication was established and it had held four successful meetings. Over the past four years, with the strong support of both governments and great efforts of the Sino-South Korea working committee for the 4th generation mobile communication, both China and South Korea kept strengthening their exchange and cooperation in the field of the fourth generation mobile communication. FuTURE Mobile Communication Forum and NGMC of South Korea signed cooperation memorandum to launch comparatively extensive communication and exchange. Institutes and enterprises from both countries established joint B3G/4G research project and made important achievements.
This meeting was held at the same time with the bilateral meeting of China and Japan. The leaders from scientific and technological circles of China and South Korea once again shook their hands, which indicated the re-emergence of Asia as an important force in the field of new generation mobile communication. 9 representatives from Chinese side attended this meeting, including: Mr. Feng Jichun, who is Director-General of High and New Technology Development and Industry Department, Ministry of Science and Technology of China; Mr. Chen Zhimin, who is Deputy Director of High and New Technology Development Research Center, Ministry of Science and Technology of China; Mr. Yang Zemin, who is President of China Academy of Telecommunication Research, Ministry of Information Industry; and Prof. You XiaoHu, who is vice-president of FuTure Mobile Communications Forum. South Korea delegation, consisting of 11 persons, was led by Song Jungsu, head of Information Communication Policy Bureau, Ministry of Information Communication.
Mr. Feng expressed in his address that the Ministry of Science and Technology of China paid much attention to the cooperation with South Korea in the field of future mobile communication, and devoted to promoting the R&D of B3G/4G technology both home and abroad. In the newly-announced national medium and long-term scientific and technological development planning outline, the new generation mobile communication technology was classified as one of the major development projects, and it represented the development trend of future mobile communication. The next several years will be a key period for the development of B3G technology. Chinese government would like to carry on deep discussion and exchange with South Korea government on such issues as close cooperation. Mr. Song Jungsu firstly passed on the regards of Mr. Yu Bee Ki, Director-General of Information Communication Policy Bureau, Ministry of Information Communication. Then, he expressed gratitude to the great support of Chinese government in promoting bilateral exchange and cooperation. He also expressed satisfaction with close cooperation and achievements made by China and South Korea in the past few years. At the same time, he hoped China and South Korea could make joint efforts to change the existing pattern in the mobile communication field in which the western countries occupied a leading position, so that both China and South Korea could take the important position in the technical development of next generation mobile communication.
The representatives from both counties participating the meeting introduced the R&D progress in B3G/4G field over the previous year and future development plan respectively. Professor You XiaoHu emphasized on introducing the great progress made recently in FuTURE project of 863 Program and the first wireless Ad Hoc network based on-site testing system established in Shanghai with the prominent feature of the 4th generation mobile communication. Doc. Huang Shengjiu from Electronics and Telecommunications Research Institute of South Korea, introduced the research progress and planning of South Korea in such aspects as B3G/4G service demand characteristics, Wibro and 3G advancing technology.
Both sides carried out plenty of communication and exchange on the future cooperative direction and fields of the fourth generation mobile communication. The governments of two countries expressed their idea that they would further support the cooperation between FuTURE forum and NGMC forum; jointly carry out the research on frequency issue to make substantive contribution for the frequency distribution scheme to be proposed at WRC-07 meeting and the related follow-up research work; support the joint R&D cooperation between universities of China and Electronics and Telecommunications Research Institute of South Korea as well as cooperation among Sino-South Korea research institutes and enterprises in the 2nd stage of FuTURE project and national medium and long-term scientific and technological development during the 11th 5-year plan; explore the new cooperative method and R&D subject in the field of next generation mobile communication; and strengthen the R&D and industrialization abilities of China and South Korea in B3G/4G technological field with the aim to promote the continual development of B3G technology and standard in Asia and even the world.
