Sino-Japan Working Group Meeting on 4G Mobile Communication Held to Promote Development of the Next Generation Mobile Communication
International | 2006/12/4On November 29th of 2006, Sino-Japan Working Group Meeting on 4G Mobile Communication was held successfully in Hainan province of China, which was presided over by Prof. You XiaoHu, Vice Chairman of FuTURE MOBILE COMMUNICATION FORUM. 9 Chinese representatives attended the meeting including Mr. Feng Jichun, Director-General of Department of High and New Technology Development and Industrialization of MOST; Mr. Qiang Xiaozhe, Director of Division of Information,Dept. of High Tech. Development & Industrialization of MOST; Mr. Chen Zhimin,Deputy Director General of High Technology Research and Development Center of MOST; Mr. Fu Yaowei, Deputy Director of IT Department, HTRDC; Mr. Yang Zemin, President of China Academy of Telecommunication Research, Ministry of Information Industry; and Ms. Fu Jun, Deputy Secretary-general of FuTURE MOBILE COMMUNICATION FORUM. The Japanese delegation, consisting of 9 representatives from research institutes and enterprises, was headed by Mr. Kawauchi Masataka, Director-General of Radio Department of Telecommunication Bureau, Ministry of Internal Affairs and Communication (MIC), Japan.
At first, Mr. Feng expressed his warm welcome and sincere gratitude to Mr. Kawauchi and Japanese delegation. Mr. Feng addressed that China and Japan launched exchange and cooperation in B3G and the related mobile telecommunication fields at an earlier stage, and were continually strengthening their exchange and cooperation under the great support of governments of both countries. On August of 2005, China Ministry of Science and Technology formally signed B3G cooperation memorandum with MIC, which indicated that two countries launched the cooperative program in research and development for future mobile communication in an all-round way. Since the agreement was signed, we are glad to see that both China and Japan have made important progress in the research and development of advanced technology. Recently, we made great achievements in FuTURE project of 863 Program. Based on wireless Ad Hoc network, the first on-site testing system established in Shanghai with the prominent feature of the 4th generation mobile communication passed national acceptance inspection. Chinese Government announced the national medium and long-term scientific and technological development planning in January of this year. In the planning, the new generation broadband wireless mobile communication is classified as one of the 16 major projects. China will invest more funds in research and development, and will further support the research technology and industry development of new generation mobile communication technology. Mr. Feng hopes that both China and Japan would promote closer cooperation on the basis of former mutual exchange and reach more extensive and deeper common understanding on the development of new generation mobile communication technology.
Director-General, Mr. Kawauchi reviewed the rapid development of mobile communication of Japan in recent years and introduced the research and development achievements in B3G/4G field. Mr. Kawauchi, on behalf of Japanese government, expressed his urgent hope that Japan and China should deepen their cooperation in such fields as R&D of B3G/4G technology and international standardization. Meanwhile, he indicated that Japanese government will actively communicate with Chinese government to promote the development of future communication.
In the meeting, Mr. Yang, President of China Academy of Telecommunication Research, Ministry of Information Industry, introduced telecommunication industry, policy market survey, planning, supervision and trade standardization of China. Mr. Wang Jin, professor of Tsinghua University and also member of head group of 863 Program, emphasized on the introduction of the research and development and on-site experiment of B3G/4G FuTURE project. The experts from Japanese government, Information Communication Research Institute and DoCoMo Company introduced their B3G/4G research projects, developing progress and achievements respectively.
Both China and Japan exchanged their opinions on the cooperation of such aspects as overall R&D of B3G/4G technology and standardization, and discussed the issues concerning future cooperation. Finally, both sides reached common understanding on continually promoting mutual exchanges and cooperation in B3G and the related mobile communication fields, namely, both sides will make great efforts to strengthen the preliminary research on such issues as frequency and standardization, emphasize on the mutual exchange and communication concerning intellectual property right, and carry out the research on the frequency proposal made in WRC-07 meeting in order to reach the extensive and deep common understanding as soon as possible; Both sides will spare no efforts to support the implementation of R&D project of China Academy of Telecommunication Research and Information Communication Research Institute of Japan concerning preliminary standardization research; Governments will take the lead in launching the discussion on the cooperation of intellectual property right, finding the win-win solution which brings benefits to both sides, and strengthening the competitiveness of Asia in the advanced mobile communication technology field to make contributions for the development of the new generation mobile communication technology in the whole world. This meeting concluded successfully in a friendly and fair atmosphere.
