Sino-Europe Information and Communication Technology Standardization Seminar

On December 11th, Sino-Europe Information and Communication Technology Standardization Seminar, jointly organized by Department of Science and Technology of MII and Delegation of European Commission, was successfully held in Beijing Guangzhou Hotel and attended by over 80 representatives from governmental departments, research institutes and enterprises such as Department of Science and Technology, Delegation of European Commission, China Communications Standards Association, CCSA, ETSI,CENELEC, FuTURE MOBILE COMMUNICATION FORUM, NOKIA, and ERRICSSON.

Mr. Wen Ku, Director-General of Department of Science and Technology, MII, made a welcome speech on behalf of the Chinese delegation, in which he mentioned that information and communication technology has been rapidly developed in China during the recent years and has gradually become a principal industry in China. Though started late, the standardization of communication technology enjoys a rapid development with the establishment of CCSA as a milestone that symbolizes the improvement and systematization of the standardization and the independent original creativity in China. Director Wen addressed that Chinese government will continue to support and promote the development of standardization, combine the standardization with the industrial development, enhance the international cooperation, promote the international strategies on standardization so as to form a market-oriented and standardization system with the enterprises as the mainstay, CCSA as the communication platform, which will carry out technical innovations and standard research according to the National “11th Five-Year Plan”. Director Wen expressed his gratitude to Delegation of European Commission and the First Counselor, Ms. Bai Lishan for the outstanding contribution they had made to the Sino-European standardization work, and he hoped China and European Commission could have more effective communication and cooperation in the development of information technology and its standardization.

Ms. Bai Lishan, the First Counselor of Delegation of European Commission, hosted the meeting in the morning, on which Mr. Ren Kesi, standardization official from European Commission and Ms. Margot Dor, Director of Development and Cooperation Department of ETSI briefly introduced some European Standardization Institutes and the operation of ETSI. Ms. Dai Xiaohui, Director of Communications Standards Division of Department of Science and Technology, MII, and Ms. Pan Feng from CCSA respectively introduced the development of communications standards in China, and the organization structure of CCSA, as well as the progress made in the standard research and international cooperation. During the Q&A after the subject speeches, the representatives had a heated discussion on the proposal of new standards, concerns about the intellectual property rights, and the absorption of foreign enterprises.

On the afternoon meeting, the speech on the application, research and standard evolution of the 6th and 7th framework program of European Commission was greatly focused on, and the European Commission introduced the progress they had made in the development of 3G/B3G technology and the broadband access, while the Chinese delegation specially introduced the development and standardization of TD-SCDMA and mobile TV technology.

The representatives from China and Europe fully exchanged their opinions on the hot issues about the development and standardization of mobile communication technology. With the rapid development of the information industry within recent years, China has been the focus of the world and gradually progressed to a summit in the international cooperation and development after joining WTO. The mobile communication industry of China has transformed from technological import and fundamental manufacture to independent research and technological innovations. Many foreign enterprises, interested in the emerging Chinese market, expected to get involved or even dominant in China’s market on mobile communication. The Sino-European Seminar offered an opportunity for the China and Europe to deepen their mutual understanding as well as to strengthen their cooperation. China and some competitive Chinese enterprises begin to play a more active and mutual role in the international competition and continue to make more historical splendors.
