Workshop on the R&D and Development of Wireless Mobile Communication Spectrum Resource held in Beijing
Seminar | 2010/9/27September 20th of 2010, FuTURE FORUM organized Workshop on the R&D of Wireless Mobile Communication Spectrum Resource in Beijing.
After WRC-07, many countries and regions began new spectrum deployment based on the relative allocation results. With WRC-11 approaching, FuTURE FORUM organized this workshop to call upon the common attention from the mobile industry and relative governmental department on the development orientation of new spectrum allocation, exploring new feasibility of spectrum utilization, proposing better wireless technologies, improving the effectiveness of spectrum utilization, and bringing more social value.
The workshop was attended by Mr. Xie Feibo, Director of Radio Regulation Bureau, Prof. You Xiaohu, Secretary-General of FuTURE FORUM, Mr. Li Hengshuai, Director of Frequency Regulation Division of Radio Regulation Bureau, and the representatives from FuTURE members units including CATR, China Mobile, China Unicom, Datang, Huawei, Ericsson, Alcatel-Lucent, Qualcomm, ZTE, UESTC, NEC, and NSN. Ms. Fu Jun, Vice Secretary-General of FuTURE FORUM hosted the workshop.
Mr. Xie Feibo made important instructions on the workshop, putting forward several key issues on the research of mobile communication spectrum. The first is that the development of mobile communication greatly changed the frequency utilization pattern which improves human life manner and quality while impacting other wireless services. The second is that the development of informational society and the application of information technologies in various industries further increased the requirement on wireless resources and intensified the wireless spectrum resources. The third is that it is unpractical to simply pursue the increase of mobile communication spectrum allocation instead of improving the frequency sharing among different wireless services. The fourth is that new and advanced technologies should be applied to develop new spectrum resources for IMT-Advanced including hardware and smart software technologies and that cognitive radio will be the important orientation for the future development.
Experts from CATR, CATR, China Mobile, China Unicom, Datang, Huawei, Ericsson, Alcatel-Lucent, Qualcomm, ZTE, UESTC, and NEC gave remarkable speeches on the workshop. Discussion is conducted on the current utilization of wireless resources, market requirement on wireless mobile communication spectrum research, current spectrum allocation and technical trend, while sharing is specially stressed on this workshop.
As for the market requirements, the experts proposed that the increasing application behaviors brought great growth of data services and will result in the constant improvement of spectrum resource requirement. A global universal spectrum planning is quite important to the realization of global roaming and scaled economy.
Concerning the relative technologies, the experts pointed out that with the explosive increase of various mobile communication data services and smart terminals, the mobile users are putting more and more requirements on data service capacity. In addition to allocating more spectrums to mobile communication, various advanced technologies should be adopted within the mobile communication system to enhance spectrum utilization efficiency, such as the evolution of the current 3G system, finding more advanced receiving technologies, enlarging voice capacity to release more frequency for data, improving receiving technologies in data services such as EVDO and HSPA, offering wideband data services with carrier aggregation, applying LTE technology in dense areas to greatly increase data capacity, introducing new network topology such as household base stations and relay stations.
Spectrum utilization of TDD technology is focused on this workshop. The experts advised to conduct overall research on the coexistence of TDD and other systems. The operators should cooperate with the manufacturers to solve the application issues related to TDD frequencies, such as guaranteeing non-interference from LTE-A to the existing systems, solving terminal interferences, and the coexistence of TD-LTE/WiFi/BT within one same terminal. The lack of high-quality low-frequency spectrum results in difficulty of scaled TD commercialization, while 700M band offers TDD a chance to amend such inferiority. It is proved that cognitive mobile applications can be played the less occupied 700M band. TD-LTE-CR, with cognitive functions on the basis of TD-LTE, adopts cognitive radio technologies to connect broadcasting TV system and the spared, which is the sound solution for 700M mobile applications while relative technical verification on 700M TD-LTE-CR is suggested to be conducted domestically.
As the representative technology of exploring wireless frequency resource, cognitive radio technology was also especially concerned on this workshop. Presently, many international organizations give great support to the development of cognitive radio technologies. The standardization of cognitive radio technologies is facing with two non-technical challenges. One is how to industrialize the research results, and the other is that the standardization will be influenced by relative policies and regulations. It is suggested that China should actively promote the cooperation on cognitive radio technologies among standardization organizations, research forums and national R&D projects, focus on some specific application scenarios during the research, clarify the relative market requirements, policies, and technical orientations, find cognitive radio solutions in specific environments, and set standards to promote cross-industry and international standardization cooperation.
In addition to 3G and 4G spectrum utilization, the experts also mentioned the spectrum utilization of short-distance wireless communication technologies. 60GHz wireless technology, with wide free-licensed band and high transmission rate, will find promising application prospect in the future. Currently, some international standardization organizations and industrial alliances such as IEEE802.15.3c, ECMA TC4, WirelessHD, IEEE802.11ad, WiGig, Wi-Fi Alliance, and NITS/C-WPAN are working to promote the international standardization of 60GHz wireless technologies, so china needs to release more 60GHz spectrum to be geared with international standards.
