Future Spectrum R&D Strategy and Development Workshop

With the continuous upgrading of enhanced LTE/4G industrialization, R&D and deployment of 5G technologies became highly focused on. The explosive growth of mobile data services brought higher requirements on the development of mobile industry and future technologies. Spectrum resource, as the basis for the industrial development, undoubtedly became the most important element. With various questions such as whether the current spectrum resource is able to meeting the future service requirements, how much bands should be added to support 5G technologies, whether the prediction on the future spectrum is accurate, and what’s the Chinese Government’s point of view on WRC, FuTURE FORUM organized Future Spectrum R&D Strategy and Development Workshop on June 13th, on which the disputation on spectrum planning was conducted, and the latest research achievement of WG3 ”White Paper on the Suggestions and Views on WRC-15 Candidate Spectrum” was issued.

Mr. XIE Feibo, Director of State Radio Regulation of China, was invited to attend the workshop. The workshop was hosted by Mr. LI Hengshuai, Director of Division of Spectrum planning, and attended by nearly 80 experts, including the senior experts from China Mobile, China Telecom, and China Unicom, representatives from HUAWEI, Datang, ZTE, Ericsson, NSN, Samsung, and Qualcomm, and the professors from universities and research institutes. The experts analyzed the current spectrum utilization, and predicted the requirements on the future 5G technologies. As for the shortage of spectrum resources, the experts proposed to solve the relative problems through improving interface transmission rate, heterogeneous networking, Microcellular zone, smart radio technologies, and spectrum aggregation. Faced with the pressure brought by the development of 5G technology and industry, it is more urgent to allocate more spectrum resource for 5G technologies. Mr. XIE Feibo, facing various problems on spectrum utilization and planning, affirmed the efforts that all the experts paid for the prediction of the requirement on future 5G technologies, and reminded that we should make calm and rational analysis on such problems. Mr. XIE pointed out that in addition to the shortage of spectrum resource, and the conflict between spectrum requirements and service growth, the misuse and embezzlement are also common problems. It is not the best solution to allocate more spectrum resource to 5G technologies. Spectrum is managed by the country as the scarce resource, so we should consider the national condition in addition to the market requirement, open our vision, not simply focused on cellular mobile communication, give full consideration to the co-existence of other radio services. Mr. XIE Feibo, with his rich experience, conducted a patient, equal and humorous exchange with the attendees, through which many problems and concerns were readily solved. Prof. YOU Xiaouhu, Secretary-General of FuTURE FORUM, made a conclusion at the end of the workshop, suggesting to seek common points while reserving difference, not to be afraid of dispute and problems, keep exploring and exchanging to acquire achievements and growth. FuTURE FORUM will continue to create more opportunities, set up an exchanging platform between the government and the academic circle to share and discuss the advanced views and enable the convergence and development of various technologies.
