On September 28th, 2006, Seminar on Broadband Wireless Mobile Communication Technology and Industrial Development was held in Beijing Xiyuan Hotel. The seminar, hosted by Department of Science and Technology, Ministry of Information Industry, and sponsored by FuTURE FORUM, was attended by about 50 representatives (see the name list) from Department of Science and Technology, the domestic operators, manufacturers, research institutes and universities, including Vice Director of Department of Science and Technology Mr. Zhang Xinsheng, Division Director Mr. Yu Shengduo, Division Director Mr. Ni Xiaolong, Division Director Ms. Dai Xiaohui, Mr. Li Wei, and Vice President of Chinese Academy of Engineering and Chairman of FuTURE FORUM, Academician Wu Hequan.

Division Director Mr. Yu Shengduo made a significant speech on behalf of Department of Science and Technology, Ministry of Information Industry, in which he emphasized the importance of Broadband Wireless Mobile Communication to the whole information industry and required that the delegates should conduct sufficient discussion, offer valuable suggestions, and reach compatible views on the development of China’s Next Generation Mobile Communication Technology in order to make preparation for the National Eleventh Five-Year R&D Plan in this aspect. Chairman of FuTURE FORUM, Academician Wu Hequan, in his remarks, gave an outlook of the development of future mobile communication and the challenges faced by China’s Next Generation Mobile Communication Technology and expressed his expectation that FuTURE FORUM should work as an open platform to promote the national mobile communication industry to develop at a higher level by conducting communication and research on the strategies for developing China’s future mobile communication industry.

Through the intense discussion, the representatives reached certain compatible views as followed:

1. The complex industrial environment faced by 4G mobile communication development will have a significant effect on the development of the whole communication industry, so we must be cautious to determine strategies for the industrial development. It is required that we should on the one hand focus on the autonomous innovation and the impact on the world mobile communication development, and on the other hand, give full consideration to the basic features of the open-end development of mobile communication industry and keep an eye on the comprehensive development of China’s mobile communication industrial chain so as to realize the maximum profit achieved in the mobile communication industry.

2. As for the development of Broadband Wireless Access Technology in China, more space should be created for the innovations in the technical and industrial development, especially in the autonomous advancement of technology, standardization and industry. In order to promote the long-term development of China’s broadband wireless mobile communication, it is necessary to give primary consideration to the demands of rural and urban residents on information services and to develop applicable techniques and industry as early as possible while the R&D of the next generation broadband wireless access systems is being carried out.

3. As for the short-distance wireless communication system, it is suggested that we seize the opportune moment in the ambiguous international situation to explore an autonomous and innovative approach focusing on the development of technology, standardization and industry.

4. Now that the development of future broadband wireless mobile communication is faced with multiple choices, we should devote more energy into the R&D of the common key technology that support the long-term evolution of 3G technology and the development of the 4G broadband wireless access technology as well as do our best to reduce the risk in the communication industry.

5. It is recommended that we use for reference the successful experience of European Union, Korea and Japan in the development of mobile communication technology and industry, base the mutual cooperation between enterprises upon the industrial development, highlight the instructive role of the operators in the industrial development, unite the government, manufacturers, universities and research institutes, so as to promote the comprehensive development of China’s mobile communication industry.

The representatives also had a discussion on the key technologies of 4G mobile communication, 3-network amalgamated wireless access technology, the key technologies of short-distance wireless communication, which greatly promoted the mutual understanding and technical exchange among the domestic enterprises.
