International Conference on Beyond 3G Mobile Communications (ICB3G) -2009 Successfully Held in Beijing
International | 2009/6/29International Conference on Beyond 3G Mobile Communications (ICB3G) – 2009, jointly supported by NDRC, MOST, and MIIT, was held in Beijing Shangri-La Hotel on June 25-26.
Mr. Zhang Xiaoqiang, Vice Chairman of NDRC, Mr. Du Zhanyuan, Vice Minister of MOST, and Mr. Su Jinsheng, Chief Engineer of MIIT attended the conference and made addresses.
Mr. Zhang Xiaoqiang stated five things that NDRC and relative departments should pay attention to in order to promote the development of the next generation mobile communication technology and industry. The first is to actively promote the follow-up development of long-term evolution of TD-SCDMA and to continue to propel R&D and industry of key and common technologies so as to lay a sound foundation for the long-term sustainable development in regard with the higher requirements on the development of broadband wireless technologies. The second is to enhance the innovative capacity, supporting China Mobile, Datang Telecom, CATR, ZTE to construct the state labs on the next generation mobile communication to expand production-study-research cooperation and to promote the sustainable industrial development. The third is to actively support and participate in international standardization work, making full preparation for 4G standard submission based on 3G standards and endeavoring to become an important role in the new-round international standardization. The fourth is to improve international cooperation, sticking to the principle of independent innovation and technical cooperation, sharing advantages, developing mutual profit industrial mode and promoting international application. The last is to promote the convergence of the three major networks, improving service support capacity in the development of the next generation mobile communication, promoting the convergence of telecom, computer and broadcasting networks, and realizing cross-network resource sharing.
Mr. Du Zhanyuan regards the coming 10 years as a very important period for the development of China’s mobile communication industry. He addressed that MOST will provide full support to future mobile communication R&D, especially on 4G technologies, positively promote mobile standardization by actively participating in international standardization work, greatly propelling the industrialization, accelerating the construction of the broadband wireless and mobile communication networks and the implementation of the national significant projects. In addition, MOST will further improve the public technical service platform, striving for enhancing the independent innovative capacity and continue to promote broader international communication and cooperation on technological projects.
Mr. Su Jinsheng addressed that the year 2009 is unusual for China’s mobile communication industry. MIIT issued three 3G licenses in 2009 which symbolized the formal initiation of China’s 3G construction. TD-SCDMA, supported by China Mobile, has been commercialized with over 1.03 million users and the coverage of 238 cities, expecting to develop into 50 million users within three years. The R&D and testing work of TD-LTE has started as well when the industrial layout has primarily figured out.
Officials from China, Japan, Korea and EU and representatives from some international standardization organizations introduced and interpreted the current situation of the next generation mobile communication in various countries as well as the policy making and strategy planning. The world well-known operators, manufacturers, research institutes and universities, such as China Mobile, NTT DoCoMo, Samsung, Huawei, ZTE, Datang, Motorola, Vodafone, and Tsinghua University gave excellent speeches on IMT-Advanced and 3G evolving technologies, TD-LTE R&D progresses, and the strategic cooperation on the next generation mobile communication development. The current development of LTE and future orientation for LTE-A are the major concerns of the conference, so many reports are presented focusing on the future development of LTE and LTE-Advanced, spectrum planning and application, service application and system convergence.
ICB3G has been the main content of cooperation on mobile communications between the three countries and it has been incorporated into the memorandum of cooperation, and the conference is annually sponsored by China, Japan and Korea in turn, and 6 such conferences have been successfully convened. As an important content to be written in the CJK cooperative memorandum on China-Japan-Korea Ministerial Conference in 2004, ICB3G has been playing an important role in promoting the development of the next generation mobile communication in Asia and even internationally. ICB3G used to be held in Shanghai in 2005, jointly supported by MOST, NDRC, MIIT and certain standardization organizations.
The year 2009 is an important year for the international development of the next generation mobile communication. 3GPP will submit the final LTE-A version to ITU while ITU will close IMT-A submission, which will all greatly affect the future development of the next generation mobile communication. Domestically, the national significant project on the next generation broadband wireless communication network brought both opportunities and challenges for the telecom industry, which leads China’s mobile communication industry to a rapidly developing period. Internationally, the R&D of IMT-A in different countries has entered the substantial stage of statistics, assessment and trials with all the relative research institutes accelerating their R&D work. Since 2008, the following evolution of LTE has attracted more attention globally and more human resource and funds with its technical framework getting clearer. So ICB3G 2009 which was held in China at such an important moment actually carries great significance.
