April 18th of 2010, Satellite Mobile Communication Workshop, co-hosted by FuTURE FORUM and CASC, organized by Institute of Telecommunication Satellite of CAST, was held in Xishuangbanna. This is a succession workshop on the development of satellite mobile communication since the previous meeting held in December of 2009 in Sanya. Based on the consensus of “army-civilization combination, regional priority, technical promotion, and gradual development” and the fundamental route for China’s satellite mobile communication development reached on the Sanya meeting, the experts conducted further in-depth discussion on the general goal and research contents for the satellite mobile communication development, especially on the technical development route. Prof. You Xiaohu, Secretary-General of FuTURE FORUM, Prof. Wang Jing from Tsinghua University, Mr. Yang Qianli, the former vice director of Communication Department of General Staff Department, Mr. Wang Baiyi, project director of HTRDC, and the experts in satellite mobile communication field attended this workshop.

On this workshop, the general goal for the satellite mobile communication development was proposed on building the civil satellite mobile communication system compatible with 3G and evolved 3G technologies, forming the national standards, breaking through on the key technologies such as wireless transmission, on-board digital processing, and reconfigurable on-board processing; propelling the formation of satellite mobile communication industrial chain, realizing scaled commercialization, combining with the ground cellular mobile communication systems, constructing the low-cost air-ground mobile communication network with independent IPRs, and realizing air-space mobile communication network.

According to the experts, the deficient openness is one of the important causes for the fact that China’s satellite mobile communication development has been lagged behind. The rapid development of mobile communication industry in China is attributed to the open research environment, the earlier deployment of the verification of key technologies and the collaboration among different departments. The experts suggest that the development of satellite mobile communication should refer to the experience of mobile communication industry to set up critical relative technical project, gathering strength from all aspects. The research on general system should be further conducted based on the research on relative key satellite mobile communication technologies in the 11th five-year plan, promoting the satellite mobile communication development in China and meet the demands on all-day and full-coverage mobile communication system in the national economic development.
